Earl Graham was appointed as an acting Board member in September 2020, bringing extensive experience in municipal politics and Alberta Water Council initiatives. He is a member of the Central Alberta regional Subdivision Appeal Board, the Clearwater County Subdivision Appeal Board, and the Blue Mountain Power Co-op Board. Earl served as a member of Clearwater County Council from 2004 to 2017 and was deputy reeve from 2009 to 2015. He is a past director for the Rural Municipalities of Alberta (formerly the Alberta Association of Municipal Districts and Counties). Earl currently serves as chair for the Caroline Museum and the Caroline Volunteer Ambulance Board, and vice chair for the Caroline Chamber of Commerce. Earl has also owned various businesses serving the Caroline community.
