Operators are responsible for obtaining their AOPA permit before commencing construction. It is an offence under AOPA to begin construction of a confined feeding operation or facility, or to increase the number of livestock at an operation, without the appropriate permit.
Operators who construct a facility without the appropriate permit may be required to dismantle or depopulate the facility, and may face prosecution.
