On July 13, 2007, Alberta Sulphur Terminals Ltd./Hazco Environmental Services filed an application with the NRCB and Alberta Environment, for approval to construct and operate a sulphur forming and shipping facility near Bruderheim, Alberta. The proposed site is located approximately 2.2 km east of Bruderheim in the industrial heartland area of Lamont County. The project description is set out in the application materials.
Alberta Environment signed off on the environmental impact assessment and the application was deemed complete on November 24, 2008.
The NRCB held a Pre-Hearing Conference in Lamont on January 27, 2009 and conducted a hearing April 14 to 17, 2009 in Fort Saskatchewan.

On February 3, 2010 AST filed its final Emergency Response Plan (ERP). Following its review of the ERP, the Board issued an addendum to Board Decision NR 2009-01 on March 17, 2010 (linked below).
