Proposed Application Requirements: Scott Pit Project

The Natural Resources Conservation Board (NRCB) has published notice of Proposed Application Requirements for the Scott Pit sand and gravel project in the Calgary Herald, Calgary Sun, Alberta Native News, and Rocky View Weekly, and has posted the proposed requirements on the NRCB website. Members of the public and the project proponent are invited to submit comments to the NRCB on these proposed requirements by March 31, 2025.

Public interest review

The Scott Pit Project is a proposed sand and gravel extraction operation to be located in Rocky View County and the City of Calgary. The proponent is Heidelberg Materials Canada Limited. On November 27, 2024, the Government of Alberta referred the Scott Pit Project through Order in Council to the NRCB for a quasi-judicial review under the Natural Resources Conservation Board Act. The NRCB review will determine whether the proposed project is in the public interest of Albertans considering the project’s potential social, economic, and environmental effects.

Proposed Application Requirements

Alberta Environment and Protected Areas has determined that an environmental impact assessment is not required for the project under the Environmental Protection and Enhancement Act. As a result, the NRCB has developed Proposed Application
Requirements for the project to instruct the proponent on the environmental, social, and economic assessments that must be presented in their final application. The proposed requirements include all information that is considered relevant to provincial approvals under the Water Act, Environmental Protection and Enhancement Act, and the Code of Practice for Pits.

Public participation

The NRCB values public participation in its review process. Albertans who are directly affected by the proposed project are encouraged to participate in the process, including any public hearing on the matter. Next steps

The NRCB will issue a Notice of Filing in the above-mentioned local newspapers and on the NRCB website once the application has been received from the proponent. When the application has been deemed complete the NRCB will issue a notice inviting public submissions. If valid objections are filed, the NRCB will hold a public hearing.
